would never fly in any PvE content. Like, you don't have to play perfectly in PvE, but socially, there is an expectation that you have some minimal, baseline knowledge of your role and job, and some minimal willingness to try to perform mechanics correctly.

I think it says something about the current rewards from the Frontlines roulette that there are people who suddenly think that being a warm body in the instance is plenty enough a "contribution."
I think a problem in addition to that could be the factor that you play with so many people. If somebody doesn't pull their weight in content for 4 or 8 players you can notice it quickly. I guess in frontlines there's this mentality that nobody will notice if it's you in particular because you might feel comfortably invisible in that big crowd of people.
