For fairness we should only look at who has cleared the *current* savage tier.

That stat is for the current savage tier.

Using same source as you, if we ask FFXIVCollect for how many people have the Achievement that comes from clearing M4S, it's only 7.8%.

My methodology was to divide the number of people with the M4S mount with the number of people with the M4 normal minion. Which resulted in 24.7%.

I didn't look at the achievements, so let's try that with achievements then:

29.8% of people who cleared M4 also cleared M4S.
