They also pander to those people because when they don't get the content they want or "casual" players get more stuff they want (either extremely casual like rp stuff, grind content for non-battle jobs or even "midcore" content) they go into complete meltdown mode. I'll never forget when they could only have one Ultimate in ShB because of the pandemic, several "famous" raiders had a complete meltdown on social media.

Never forget that THOSE PEOPLE ARE THE REASON WHY RELICS AREN'T AT A VIABLE IL, back in ARR they complained so hard about people getting good weapons from doing mind-numbing grinds instead of killing a boss that they're only BiS in ultimates or the final patch of the expac

The whole problem is there because SE only see those 2 extremes and forget everyone in the middle, which are most of the players. That's also something the community tend to do. So let's all take a step back and stop seeing the problem as its 2 extremes, and we will all gain from it.
