People displayed in uldah should give you an hint. They could do an open world hamlet, but you'll see 39 npc..and yourself. no one else

well have you played the events last weeks? with about 20-40 garleans at the same time and other 30 players? seems not..

uuuh.. wait and it hasnt been instanced... you can see more people at one time . but it was a little laggy, yeah.
