Sure, just how "You need to make an entirely separate character in order to play a different class" is a thing in every single mmo. Just because something always has been that way doesn't mean it always needs to be forever and all eternity. As the consumers, we can dictate what we want our experience to be. Square isn't a small dev with an artistic vision and a drive to see that through, they're a huge corporation whose only interest is in making money.

They do exist but they're not very common on my data centers that I've seen (EN on JP/OCE) and they do not reward that much. Usually they'll be 200k per person if the extreme mount drops, and we know how likely that is (this also assumes they buyer is honest and thus requires a lot of trust).
