Or just give Resurrection the gem-boon treatment. After you summoned Phoenix/Bahamut, it becomes instant cast but has a 60s cd.
Why would they do this?
Considering how many people already complain SMN is "too easy" to be "allowed" to do as much damage as it does, removing Raise and upping it to MNK or BLM levels of damage would cause an outrage.
Not to mention that the new Caster is brand new. It doesn't have years of people using it and having a combat Raise. Wouldn't it make more sense to just not give the new Caster a Raise and make it what you're asking for?

I rarely agree with you, but in this case I think like you.
It must be said that the Square designers have little respect for the players, and given how they had the nerve to overturn a class that already existed with its own user base that found itself cornered without valid alternatives, they could do it again without feeling at all at fault.
I too would be sad to lose the ress, also because the smn in past expansions has not paid the ress tax too much, remaining rather consistent with the damage output of the blm, sometimes it has even been higher. This makes it clear that actually the ress of the smn was not considered very influential for the balance of the damage.
The ress is the only unknown that the smn has and which requires that it adapt and do a minimum of reasoning about which gcd to "sacrifice" and the swiftcast moved to realign.
It is a skill that amuses me and stimulates me for the few times I use it.

Make ifrit hit harder due hes only one with a cast time on his spell.
More Legos ( 2 mobile, 1 hard cast legos)
Make demi primal having the tank treament with the burst due sometime server tick can Vanish your last Astral Impulse and that sucks.
Make fester holding 2 stack as a ''Back Up'' so when you burst with raid buffs you can do it without double weaving.(If we still doing 2 mins raidbuff)
Add a new demi primal with a twist like you did the phoenix and bahamut.
It's pretty much same ish job and quality life change but with idea of hardcast spell you do more damage.
At this point, it's better to give 3 gems after Bahamut/Pheonix that can be spent on a choice of 6 elemental summons to truly introduce a strategic aspect.
You could have 3 high-risk summons that hit hard and 3 summons that hit less but offer increased mobility to bring a real strategic aspect to the summoner, which is currently lacking in its gameplay.
Garuda, Ramuh, Titan, "100% mobile." Ifrit, Shiva, Leviathan, "Various risk-taking," with gap closers,casts, and dashes out, etc...
They could also introduce various elemental combos between the summons to benefit from different effects based on the chosen combination:
stack of Ruin 4, damage over time on targets, personal buffs, charging a specific resource management that the Carbuncle will use by harnessing the aether from elemental combos, and more.
The summoner could be a lot of fun if they decide to add a little bit more buttons and depth to the gameplay and of course delete physick and other useless button.
They should also consider removing Energy Drain/Energy Siphon and replacing Aetherflow management by the new ressource management, and renaming Suppuration and painflare and transform it in 2-stack spells with shared cooldown like the redmage.
After accumulating the aether from 3 elementals summon, it unlocks access to Carbuncle's trance.
A Carbuncle ''OGCD'' appears and blesses the summoner with its aether accumulation, granting them 4 OGCD stacks that are on the same spell button.
The summoner has 30 seconds to use these 4 stacks, which can be used during Phoenix/Bahamut.
This also grants an automatic special attack to the next Bahamut/Phoenix, with Bahamut using "Megaflare" and Phoenix using "Flames of Unforgiveness."
It's done quickly with Paint, so don't blame me; I have no talent for using editing software xD.

But i think regardless they should increase the job difficulty, by adding a lot more variance and cast times to the job alongside the new actions.
Summon bahamut and summon phoenix need to be separate buttons (like in PvP). Casting one would lock you out of it until you summoned both, but it would let you choose how they fall into the odd and even minutes of the fight.
Phoenix has very important healing utility, this would give you more control over when it shows up in a fight on top of rewarding knowledge of the encounter. If summoner is going to remain as simple to play as it is, this is the very least they can do - it's not like the job is hurting for hotbar space.

I think they might save this one for another expansion, but they could make Bahamut give 1 'umbral aether' and Phoenix give 1 'astral aether', those would fuel a 3rd Demi to be used during the 2min marks.
