i spoke to a GM via the ingame report months ago and was basically told cant do anything about it they havent broken ToC or something similar, which to me translated into CBA we make money.

To any Shadowbringers or Endwalker newbies, I would like to take you on a small trip through time.

2020:

There are no loopholes. A single service account can own 8 FC houses and 1 personal. To own a ward, multiple subscriptions have to be paid for. The person who owns this ward has reported themselves to the GM and the GM has replied that it's allowed:

2019:

The bulk of multihouse owners are very public about what they are doing. After all, we are playing within the rules. So as it is, you can already quantify those houses.

2018:

That's exactly what the game allows. 1 house per FC. In my case, 22 FCs for 22 FC houses.

Contrary to the popular belief, leveling up 18+ fcs takes resources on top of the ongoing management. There's no circumventing the rules or any exploit. Anyone can load up 9 houses on the same account if they are willing to put in the effort.

I know it's exciting to try and catch the bad guys, but this is not new nor is it against the rules. Multiowners are not hiding. They are naming their fc tags in obvious identifiable ways simply because they can. They have posted about it on the forum for years without being banned. GMs know about people owning whole wards and they will not interfere.
