Doesn't really matter how minor the amount is, people determined enough will always find a way to gamble the system. Either way, it's a novel idea that me & about 5 ish of my friends who own secondary accounts could easily execute if we so chose.
My point was more that your whole quoting that one passage of the ToS will basically amount to nothing when effectively no one is going to bother to report the people intentionally afking (or doing it well enough to blend in) or those who choose to leave repeatedly when they get something not braindead. I've had a friend who auto-leaves every Dun Scaith, Lighthouse, Orbonne & not copied factory NIER raid, along with bailing every EX instance in mentor roulette for over two years now and has never once gotten any sort of GM encounter.

It's just what the meta for cheesers will be going forward - simply take the 30min penalty because there's effectively no actual threat/danger of reprisal and go do something else and fish for CT since the roulette is still insanely biased towards it that you'll be statistically likely to get it over anything else anyway.
