I feel the reason they're doing it this way is because a lot of people jump around to many different classes, so they decided to make it easier to grind for all of them rather than just one.
I'm not the biggest fan of it either though. But I get it.

The solution to this is to streamline the process of getting Manderville weapons after the first one you complete, not gimp the initial quest.
