Skill/Spell Speed Should be Removed from Gear

It doesn't really grant more control. You can't get as much sks/sps from melds as you could with what's on gear.

Then just increase the amount of skill/spell speed you get from melds. Classes shouldn't even need more skillspeed than baseline for their class rotations to play out properly.
