In the past, SE's techs have contacted the techs of the affected ISP to get the situation worked out when enough players reported an issue.

Players get the runaround from the ISP because they're talking to the customer support level techs who can handle "did you try rebooting your router" type issues and not the senior techs.

SE may not be able to do anything directly to solve the issue but they're in a better position to talk to those with the power to get it fixed.
