That title...it feels like it's referring to Golbez, but at the same time, Yoshi-P's words of "reconsidering its meaning after beating 6.4" are telling me that the criminal here isn't Golbez. Golbez was under control by somebody in FFIV when he did a lot of his horrible acts in the game...what if the Watcher's destruction was another one of them? What if the current Golbez is no longer under the control of that influence and is trying to fix the very mess he helped unleash, and the criminal who caused it turned out to be either somebody now long since dead (Igeyorhm), or somebody we now currently know who is having to turn her life around (perhaps Zero IS Igeyorhm)?

Then again the "Throne's Criminal" could be something non-physical and just be something like greed, despair, or some emotion being manipulated that helped lead to the state of affairs. Perhaps Golbez or a ruler had lost a loved one and decided to believe in Ascian magic to return them to the living world.
