Getting people to move out isn't that hard, link the wards, give us a chat method that can be heard in all 3 cities at once, and don't allow people to use Inns in cities other than their own. Hell don't allow people to have retainers outside their cities. We already have a very easy means to move from place to place there's no excuse that w/ those few changes we couldn't live @home like normal people ...
