The Sentinel and Rampart are when they're up but you should be able to WD and Phalanx at the same time almost every time.

Even the combo you mentioned though does generate some nice enmity, and is pretty amazing if you can get that bleed off with Goring.

Doing stuff like this is exactly why I laugh when people suggest PLD can't hold hate.
Good catch. I didn't consider putting the defensive abilities in there. The added Rampart really boosts the whole thing.
