High ping is really not an excuse, I mean maybe if you are playing with 500 ms or something but outside of weird situations like that you never have to pause mid pack make sure you have aggro then move again. That stop and go action is a sign of a poor tank. And there are tanks that don't use them because they don't understand their purpose. They're not used to playing games based around the holy trinity.
Many of them can be ediucated if someone takes the time to explain it to them. But there are also be those, like you say, are doing it by choice and don't care.
I'd prefer to give them the benefit of the doubt and help them to learn to be a better tank than assume they're the latter.
It's called latency, darling. No matter how carefully I try to position myself in the middle of the pack to hit it all with my AoE, the game servers may be registering positions different than what I'm seeing by the time my action is recorded on the game server. There have been times my AoE has hit everything EXCEPT the mob that appeared to be closest to me. There have been times they have been just outside of my AoE, especially when a DPS starts tunneling something on the edge of the pack instead of in the middle so they get pulled outside of my AoE range.
Nice for you if you have 20 ping so no problems. Not so nice for those that are playing with much higher ping.
