How about this:

- Remove the subscription requirement on housing.

- Add a rental fee.

- Impliment a 'Gil box' feature where people can donate to these clubs and individual housing

That way, people who want housing can't buy entire wards without been severely taxed for in game currency and ppl who seriously want a house can get one.

Again, this is just my opinion and a suggested action.
How about we stop punishing house owners making them jump through several levels of hoops?
