Simply doing iLVL requirements and cheesing is not the only issue. Some people just don't want to even unlock the later raids, and there isn't a need to force them to.

Totally agree. I doubt iLvl cheese is that much of a problem. There are many reasons to get CT other than first time mission and iLvl:

- people may queue for it directly for various reasons (WT book, relics or just “because”);
- there’s probably less people directly queuing for other raids than CT, thus less demand (Roulette is there to help complete duties first and if nobody queues for a specific raid, chances for it to pop are small);
- levelling other jobs and being between level 50-60;
- regardless of level, one may not have reached the point in the story where they can unlock the next raids;
- even with all level 90 characters with everything unlocked, there is the “luck” factor (Free to play are also limited to the first two raid series, so that’s a 50/50 chance to get CT based on luck alone);
- above everything else, other raids are entirely optional and many people don’t unlock them because they don’t want to or don’t know about them (the quest givers can be out of the way). I know several people like the previous poster’s wife who simply don’t like ARs much. There are a few raids I don’t like at all (Dun Scaith, Tower at Paradigm) and I am not unlocking them on my alts.

Also the game is huge and someone starting a new character today has a lot to do before reaching endgame with msq alone and unlocking optional raids may be pretty low in the list of priorities. The same goes when you buy a boost: there are tons of blue quest icons all over the maps and many things are more useful and pressing than optional ARs. Unlocking optional raids itself takes a significant amount of time.

That being said, I seem to get a high ratio of Nier and Ivalice raids these days and even got Aglaia a few times.
