I think the amount of people who actively do the hunt part got lesser due to the change of the mentality. Because when you happen to find one, the response you would get after shouting is "leave it for the train". So there's basically no reason to go out on the map and look for yourself. You can just leave the "work" for that one person that does the train at the fixed times.
