Add iLevel restrictions to Alliance Roulette

If you don't want random duties or a particular duty, don't do roulette. You hate to see it, but that's all this ever comes back to because you're still not coming up with anything that's actually better for everyone.

No one's forcing anyone to do anything they don't want, but when you do something like a roulette, you have to understand and accept what the possibilities are. Some of you sound like you should avoid mentor roulette because if you think CT is bad, wait til you get ARR EX fights with a bunch of sprouts.

When the ilvl cheese heads are literally crying about being in any duty except CT/LotA to the fact that they are activity manipulating the RNG of the roulette to only be what they want.. get outta here with that victim shaming and role reversal on who is really the problem!
