I don't see anyone knowingly lying. Some people just wanna interpret things that way. Yoshida isn't promising things to 100% be a certain way and staying that way forever. It's game development so he's just saying what they can reasonably do in that moment. They implement something and see how that goes re: player trends and server performance, then make changes if they are needed and technically feasible.
They could add lots more storage and housing wards right now but server performance is top priority, can't make the game experience more sluggish or error prone. All these increases are done gradually and carefully whenever they are confident about solving server processing bottlenecks.
