    Honestly a lot of these statements don't mean much.

    We were never supposed to get more glamour dresser space, but it eventually got doubled.

    We we never supposed to get more glam set slots, we got them.

    Stuff that was said years ago can change tomorrow.

    Yes ever since pre ARR days they have always said things that they end up changing their minds about.
    Like housing for FC and individual players supposed to be completely separate with different pricing, or the combat supposed to reward effort and innovation, no plans for a playable race after Au'ra, no plans for challenging light-party content, etc.

    Makes sense I suppose. Hard to know what you might have the budget or scope for years later. Maybe your priorities get reconsidered based on user feedback. Some enterprising young coder comes up with a workaround for some previously thought impassable obstacle.

    Plenty of reasons why they might "change their minds".

    Seems more appropriate to translate "we can't do that" as "we won't be doing that for the forseeable future".
