"With how many people have it" seems to be a key giveaway here. It's not that it's obnoxious, or lore breaking, or even not cool looking. It's that Savage raiders honestly thought with no evidence or confirmation from the devs that they would have particle effects on the savage gear and the normal version wouldn't.
