    If anything, I'd say Halone and Shiva are very similar. Both are associated with ice, both have the origin of their lore centered around Ishgard and the belief of the Ishgardians turned Heretics surely influenced Shiva's summoning one way or another...

    There is a quote somewhere (which I'm sure someone has on hand or can dig up) that Ysayle's imaginings of Shiva to create that primal form were subconsciously influenced by iconography of Halone.

    Crops up in the Encyclopedia Eorzea, same place that first drew the Rhalgr-Ramuh connection. Ysayle probably pictured Shiva as more in line with Halone because she doesn't know what Shiva looks like, but was abundantly aware of Halone.

    Garuda has an actual in-universe origin and explanation (she was an Allagan air force general that got deified by the Ixal over generations of retelling their origin story), so her being connected to one of the Twelve doesn't really track. Most plausible connection would by Llymlaen, since she is the female wind-elemental member of the Twelve, but she's actually depicted instead as a goddess of fishing and navigation, so that doesn't fit for Garuda AT ALL.
