    I fall in the camp that people do not follow the rules out of a desire to follow the rules more so to a desire of not wanting to face the consequences. Which is why enforcement is important without enforcement is a rule even a rule? Sure it is a rule but I am sure you get what I mean.

    Rules without enforcement or light enforcement are pointless. Like I said before say if I broke a rule but made 1 million and if caught I only have to pay a small fine why not break the rule for the million especially if the chances of getting caught a slim.
    It's morally reprehensible. People should do the right thing because it's the right thing to do, not because of the potential punishment if they don't.
