I would argue humanity is already kinda screwed because of selective or light rule enforcement. If one could make say 1 million ignoring the rules then taking a fine of even 200k why not just do it? Still making profit.
In the end if I get caught so be it, I break the rules knowing the risk. Just so happens the risk is so low and recovery is so minimal I personally do not lose much of anything. In the end my priority is to myself first and foremost. Willing to bet most people that break the rules also operate on the same mindset. We do not break the rules just because it is a calculated risk we take, want people to stop make it so it is no longer profitable for the cheater either in terms of time or income.
Guess what I am trying to say I do not think people follow the rules just because more so because they are afraid of consequences.
