There's no false or deceptive advertising going on. No one is guaranteed access to the "full potential" of housing since to get that you effectively must be an FC master of a FC that has acquired a large house or granted full access to housing features by such a FC master.

I've never been one to claim that an apartment is the same as a house but an apartment does share most of the basic features that those who want a house are looking for. They are at least a good taste of the housing system while you're attempting to obtain a house.
What is or isn't considered false advertising changes depending on where you are. For Aus, it just needs to create a misleading impression, afaik, doesn't even matter if it was intentional. Housing is advertised on the website as an actual house and is routinely advertised alongside other features that you can fully participate in regardless of what other players are doing, you might need to invest time or skill to do so but it's still possible. Really, the way housing is represented on the website is actually the basic feature that you can't get with an apartment.
