To OP's questions: Absolutely yes, if it would guarantee every FC and every person gets a house if they can afford it, then yes.

I always thought instanced housing as a better idea. It opens a lot of possibilities we don't have right now. It could possibly allow you to change the look of your house's enviroment at will without having to move neighborhoods (thinking housing glamours/walls but for the yard, sky, and background) making your instanced house look like Ishgard one day then Ul'dah the next. Overall I feel instanced housing would be profoundly better. There is no way for them to continue to sustain the current system by adding more and more wards. The wards will continue to be bought by shell FCs (its sad that almost every server has wards with one FC that bought the whole thing) while people who have been wanting a house for years can't get one. Instanced housing would ensure there is a limit of 1 per character, no more silly loop holes.

Neighborhoods are a nice idea but it's a failed experiment in my opinion. Very few people actually hang out in the neighborhoods. I've had houses ( both FC and Personal ) since ARR, the neighborhoods are always dead unless there is an RP event going on in one of the houses in your ward.

Every game i've played with instanced housing, you can still visit people's houses. I don't know where you get the idea you wouldn't be able to.
