If 1 person sends a report for something questionable, then you can largely ignore it and just have 1 angry person either way. If 100 people send a report on something questionable then if you ignore it you have 100 angry people. If you deal with it, you have 1 angry person.
You can't ignore something that hundreds of people report like you can 1-2 people.

that is not how CS systems handle reports lol. A single report can get you banned. The primary way people get actioned in FF14 is by 1 person reporting another and a GM clarifying with person 1 and then taking action if the circumstances justify it. The time scale is what matters more when you're talking about impacts from the number of reports. The more the faster. Not the more the more reasonable.

Idk, anyone who was actually upset at him over addons should literally have wanted this as their best case outcome, he stopped using addons so idk what else anyone could want
wanting him banned is wanting to be in charge of the process. SE is, and they didn't. So they should move on about that.
Streamers have a unique position here in the ability to showcase the benefits of addons to people who would otherwise not install them to find those benefits, that should really be most of the issue people have. Him actively removing them and stating he's doing so as to respect the ToS and situation around all of this, is setting the example of what is wanted ultimately so. Idk this should be good enough.

Good for him, hopefully he can have a more positive experience moving forward and can take the time to get the help he needs. I don't like seeing stories end in Scottzone-style fiascos.
