You've misunderstood what he is saying.

Testing has been completed for the lottery process They are confident there are no more bugs that will occur in the future, including the one that had affected players attempting to enter for relocation purposes and which had necessitated the original emergency maintenance during the entry period.

Now what they need to test is transferring the winner results to make certain what is currently bugged gets fixed, that everyone who won can claim their plot if they haven't already, and that no new problems occur.

Imagine if transferring the lottery results caused the housing server to think the claimed plots are supposed to still be vacant and so demolishes what was already built, or it decides that winners who had accept refunds thinking they had lost had forfeited their purchase rights?

SE really doesn't want anything else to go wrong so they're taking their time to make certain the results work correctly. Considering each world now has unique conditions for plots and refunds claimed, they've got to be careful.
