The wording they chose is very specific - they would have zero need to mention it if it was relating to the gil itself and not the plot. Like, of course the gil's not going to be affected. Nothing short of a rollback can mess with gil that's been moved, you need look no further than the 'sprout steals all the gil from FC chest then leaves with the GMs unable to do anything' scams to know gil isn't the concern here.
The very fact the sentence before specifically drops 'we have the data on entries' is the entire focal point of that paragraph and what the statement refers to - the fact that they can reference the data, and not base it off of whoever still hasn't pulled their refund, by specifically mentioning that the measures they'll be taking will not negatively affect those who have pulled their refund, I.E, screwing themselves over out of a potential re-roll.
If it was referring to the gil, they would explicitly be talking about the 'there were no entries' error in that paragraph, since that actually does block refunds and would be an actual gil issue. But they specifically refer to the refunds, showing that it's not this case.
Yes, this whole situation sucks, but turn back the doomium about 400%. They're working on it, and their statement all but confirms they're doing a re-roll or something based on the entry data to deliver houses to those who entered and won/could have won. You don't have to be optimistic, but the report literally contradicts your doomium, so you can reel it back a bit.
