As they're currently designed, lily heals do one of several things, situationally:

If Misery deals less damage than what you're doing otherwise, they reward you for never touching your job gauge. Great design there.
If Misery deals more damage than what you're doing otherwise, they reward thoughtlessly farting out your job gauge resources as quickly as you can to increase your damage contribution.
If they're neutral, they don't really reward you at all. They behave exactly like the other healers' free oGCD heals, but with extra steps.

Neutral is probably the least offensive way to design them, so yippee I guess that's what they (mostly, ignoring buff windows) are now. Or....orrr....or...hear me out here, where WHM currently has a job gauge entirely focused around managing to do what the other three healers do normally, for free, without needing an entire job gauge mechanic to just have free healing to fling out like candy, they could design for WHM what the other three healers have (setting aside their tedious damage rotations): actual utility or interesting things to do, instead of doing what WHM has always done and wasted real estate playing not-quite-catchup with what the other healers just do as fringe benefits to the other stuff they're allowed to do.
