End game gearing needs these tweaks...

Savage is meant to last eight months. If you're doubling the pace at which people can obtain gear, you're equally doubling the rate at which players stop partaking in it. Most players aren't gearing more than two roles nor are they doing Savage "for fun." They're either trying to parse or dropping off to play other games. Furthermore, this system all but kills the catch up patch as none of that gear serves any purpose since we'd have so much gear in the four months prior.

I don't disagree the loot system needs some fine tuning, but this is going to the extreme side. SE isn't going to implement a change that prompts more players to stop doing content.

If people aren't doing Savage for fun then maybe they should reconsider what they're doing.
It's not necessarily doubling the pace whether it's faster or slower will differ from player to player too, all it'd do is make it less RNG.
It doesn't take eight months to gear either so it still doesn't last that long even with the current system and people start later too.

I think people would still do it, even when my NIN and SAM are completed both I'll still do them weekly for alt and glam.

Edit: Also if this is really such an issue they could add extra rewards you can grind for, like mounts you can buy with books or stuff you can buy and sell for a lot of gil on the market board.
There's other incentives they could add other than gear only.

You want BiS to be from ulti fights?

Alliance raid already allows you to reach BiS ilevel, just purely with tome items. It would only bring up alliance raid gear by 10 ilvl to match that.

No but Ultimates are something else entirely and are rarely released.
The rewards for those are glam.
