That's a lot of of server spaces and resources required, THAT's why it's limited, cause each house is a lot. They DID have housing FC only, people wanted their own houses so they changed it. It's limited again because of how intensely resource heavy it is. They have mentioned it multiple times whenever asked about it, look it up.
What does work though is they simply could have implemented instanced housing, which i believe the only argument against that was from Yoshi P who said he doesn’t like instanced housing. So we the players have the suffer because of that…

If you could break down how that would function with the external aspects of of housing like showing off the design of a house, or how a yard would work in a single instance? Every instance like a room or an inn is all interior, so by having housing instances(like they do already with the apartments) you cut out a portion of what makes the house a house. Then there is the MMO and community side of things. That's why there are 60 houses in a ward. So you feel like you are in a real neighborhood with real neighbors and perhaps even *gasp* talk to your neighbors and make connections or friends. Those things wouldn't work if housing was instanced, and I am sure that was the intended result. Sure it's not perfect, and used to be a lot worse than it is now, but they have shown progress throughout the history of the game in trying to keep the majority of players happy within their limitations.

ESO does housing best. Housing is instanced and you can own one of each property per account, shared across all characters (unsure if each character gets to decorate their own house or if its designs shared across the whole account). There are over 60 different properties last time I counted each with a different feel, and most of them include a yard. Anyone can visit a house if the owner choses to make it so, or only limit it to friends, or no one. Houses are located in thematically relevant spots in the world.

Wards are dead and people never talk in this MMO. It could work with instanced housing because in the system presented above, the houses are in the open world and players questing or doing their thing nearby and zone chat are a thing. A lot easier to make friends in such a system than in a barren housing ward.

Correct me if I am wrong, but in ESO you can't even go see other peoples houses unless you are invited? I feel that wouldn't work in FF as well as you think. It would have to be some weird amalgamation of the two due to the fact that the ESO style would ruin the RP event that are found all throughout the PF. Or the events that happen in the housing area public areas(I know they happen in the pool of the goblet zones all the time). I'm sorry you are not friends with your neighbors, go say hi? I've personally made friends with some neighbors in the past and have known others to do so. Or don't that's up to you. Could they add the thing you are asking? Maybe, but it's probably a lot easier to just add wards and a new housing district for more people while also adding in the new house buying method to prevent multiple people from owning multiple houses, or entire FC's buying wards.

So the argument is the mmo side of things, meanwhile they’re currently working towards making the game more of a soloable experience than anything… Instanced wise they could still make people able to join your house and you can do events in there. In most cases sadly, wards are dead. So their solution is to instead…keep an incredibly unhealthy system in place for 6+ years. Yikes.
