If they adjusted Blades slightly, and gave the Atonements a massive boost over Reqs+Holy, it would fix one of the issues.

That's right. In addition, potency of Fast Blade, Riot Blade, and Goring Blade must be increased.
Because those three WS Atonements & are used more often in the PLD's 60-second cycle attacks.

PLD and WAR need to be more buff, and DRK and GBN need to be nerf.

War needs a tune up, Pld needs fixing for it's DPS.

Nor should only buffing. That leads to power-creep. You don't ignore balance just because it's a "PvE" game.

Devs rarely nerf damage though, happened maybe twice since arr. Certainly remember sam and nin at the very least, but that was simply because their numbers/tools pretty much made them a requirement in raiding.

PLD was nerfed Holy Spirit during Stormblood, twice.
There was less of a DPS gap than there is now.
