Even in that description, someone would need to be repeatedly leaving duty for it to be reportable, and there's no way of knowing that unless you saw the same person leaving instances more than once, in this case, CM... but the only way you could even know that, would be if you yourself either left the instance too, or finished it and for whatever reason, requeued within 30 minutes, and both end up in CM again.

...or, the least likely case, the person is dumb enough to type something like "I've been abandoning and requeuing this place twice already!" before leaving.
