The level playing field already exists. There's nothing to stop you from going out to spawn or scout/conduct yourself.
This is a really funny statement to me because nothing about it tracks with what I've ever heard from any of the major spawning groups or any of the historical complaints from the various Hunt drama firestorms.

Like, it doesn't take a genius to foresee that if I went out and started consistently spawning and instapulling and got noticed doing it, I'd have to deal with an *incredible* amount of complaining. How many servers don't have some legendary loathed instapulling figure? Does the community not, to this day, complain about early pulling every time it happens, even if it's not really that early? Is the grudge against third-party tools held by major hunt tracking groups like Faloop not at least partially predicated on the belief that they promote anti-community behavior like early pulling and that they hurt the coordination and organization of trains?

In the answer to these rhetorical questions, you might find a pretty strong argument for an invincibility window as a form of server-enforced anti-toxicity.
