Holy Sheltron is in restrictions that it can't be held forever and has to be used, and at the same time needs to be saved to be useful.

The Regen is nice, but the 15% reduction + Shield Block is far more useful than the Regen in content threatening death, saves O-GCD uses.

HOC can easily be set off by power AOEs, which is what you don't want.
