If everyone's disconnected at once, it proves it is a server issue, yes. But if only certain people are disconnected, or people are individually disconnected rather than all en masse, that does not prove that it isn't a server issue. (In fact, it doesn't prove anything, period. It might be a useful data point, but "not everyone is disconnected at once" doesn't prove or disprove the theory that there might be a server problem.)

To put it another way, "if it has fur, it's a mammal" might be a true statement, but that doesn't mean "if it doesn't have fur, it's not a mammal" is.

Now, where personal belief enters into things is that I personally believe the 90k issue is a combination of things rather than any one issue; some may be local internet issues, some might be issues along the route from a home connection to Square's servers, and some might well be some edge case on the servers causing disconnects. But those are just theories. And "people aren't all disconnecting at exactly the same time" doesn't prove (or disprove) any of those theories, even if "people are all disconnecting at exactly the same time" would in fact prove the issue was on Square-Enix's side.
