It's probably been inspired by the massive wave of people entering EX's in unmelded AF gear, and then proceeding to get out-dpsed by both the tanks and healers while the party struggles to get passed EX1 orbs or otherwise hits enrage.

Personally I see absolutely nothing wrong with adding more options to control who is able to join your custom party in partyfinder.
