You cant inspect people in the game... theres no way to tell if they are melding their gear.Well there lies your issue. It's not anyone's place to demand conformity over something you do not own. This is truth
If it's your static, FC, and party finder then you can demand such standards, AND have the means to uphold them
People don't rise to meet you, they rise to meet THEIR standard/effort etc.
These expectations for randoms have to come from the PF restrictions you set in place - this isnt a restriction that you can set right now.
i dont think it would fix much.. .because you could just throw whatever materia you want in there and call it good.. but yeah.

OP said Party Finder. Party Finder can be used to form a party for any content in the game. It is used heavily to form Blue Mage groups. Occasionally you'll see people forming groups for Bahamut. It is also used for Hunts and certain boss FATEs. One could in theory use it to get a group for a leveling dungeon, but that is rare.

you can't examine in a cross-world party unless you stumble across them on an overworld map, until you are in instance.

You can offset the "expense" of melding materia, with the additional perk of being able to Advance Meld more materia to gear that it has slots for, by having the DoH jobs leveled that the gear piece uses as the Repair job type (like a ring is generally made/repaired by Goldsmith, so having a Goldsmith job within the level requirement of the level of the ring can meld materia to it at no costs, plus have the option of Advanced Melding aka "Over-melding" to that ring)If that's the case I stand corrected, thanks, the other point still stands though, its expensive to affix materia and to buy it during leveling, but I guess apparently this person meant "party finder" and not "duty finder", though I'm not sure why anyone doing high level content would not be affixed, or even why it matters since you could simply remove them from the group.
To offset the cost of gaining materia, you can soul-bond "farm" your gear sets and/or participate in The Hunt, as the currencies rewarded for hunt mark kills can be used to buy materia from The Hunt merchants.
I haven't purchased with gil materia for quite some time using those two methods.

if they enforced this you'd just end up with a healer who has 15 piety materia slotted in even if it gives no stats on that particular gear lmao.
