I wouldnt be 100% sure on that. Keep the section about lethargic gameplay in the TOS in mind, depending on how someone responds it could become clear for a GM that someone is not simply unskilled at a job but actively chooses to be lazy.With the new update to TOS, you're kinda breaking the rules by forcing your way of playing the game on other people.
Let's imagine that we get into a duty together and I'm just doing ice spells because it keeps my mana up.
You politely explain rotations, gcd's, etc.
I reply u don't care and I will play the game the way I want to play.
According to the new TOS, there's nothing you can do now.
They went to the trouble of updating the TOS with examples to showcase this, what you want is never going to happen, because it would force a way to play the game on to its players, something square is firmly against it.

It depends on the content you are doing, let's say it was mandatory to do stone, sky, sea, or hall of novice before attempting said content, if they can clear that bit as a ice mage... That's it, they are following all the tools that were given to them. Unless they stopped attacking the mobs ( the lethargic bit is more aimed at tanks and healers jobs ) they didnt do nothing wrong...
Precisely why I choose the example of ice mage and not something else, they are still doing their role as dps and damaging the mobs, yes they are well below par because the ice phase is to recover mp but that is beside point of this conversation.
Are they following the group, yes; are they damaging the enemies, yes; are they doing mechanics, some. That is the end of the conversation.
They are not performing at optimal level, not even close, either you can exclude them out of the party due to different play styles or you carry them.
You cannot force your play style on anyone else. Doesn't matter if 99% agree that's the way you should do the content.
Why do you think they introduced the raid finder and removed the extremes and savages out of duty finder....
It doesn't matter if it's helpful, or whatever, they can play as they want as long as they are not offending anyone on chat and as long as they are doing the minimum contribution possible, in this case ice mage.
Oh, calling someone out for just healing and not dealing damage is completely forbidden and will grant you a nice warm ban as well. So this will never happen while square keeps this direction.
