Survival modes usually come with a host of other mechanics and restrictions as well. Like hunger, thirst, tiredness, etc.
Just being at max level removes any threat of aggro in zones from prior to the current expansion for example. So nothing akin to a "survival mode" just by removing the option to teleport because there'd wouldn't be any actual threat. They don't need to implement this as a feature unless they're going to go the extra mile and make a true "Survival Mode" imo. Otherwise OP can just do what myself and others are suggesting with something akin to a Pokemon Nuzlocke challenge.
A true survival mode would be great, just thought it was a bit too much to ask. It would be cool to be able to switch on a true survival mode with hunger, thirst, tiredness, no fast travel etc. I just thought it was more reasonable to just ask for the no fast travel, since it can be done by literally just disabling one ability.
