From what I experience day to day, quite often healers will raise someone in general content, and then not do enough to prevent them from dying to the next raid wide. That's a good time to Clemency.
I feel like there's an awkward gap between reviving someone and being able to target them again to start casting heal spells. If it's a DPS who got raised and the tank is now in trouble or mechanics happen in the meanwhile, I might not get back to the DPS who I was ready to heal but couldn't.
