Housing used to be FC housing, but the wards were pretty desolate (mostly due to FCs not having enough capital at that point in the game), so SE opened it up to all players.

While it would solve a lot of problems to force personal housing to only the apartments and FC rooms (especially if SE could lock down the wards to legitimate FCs), that will never happen as SE has made a decision that cannot be walked back.
