Ishgard housing won't have timers on release. It will be first come, first serve at the placards - regardless of first time buying or relocating. The timers in place now are houses that have been demolished by the demolition timer or a player decided to opt out of housing and has relinquished their house on their own. Those timers are in place so housing flippers can't buy up the houses and then turn around and sell them for ridiculous amounts of gil, because mostly, people aren't going to hand over 300m gil for a house when there is not a guarantee they will be able to purchase that plot because of the random timer.

Either way, we're still going to see more complaints about the timers in non-Ishgardian wards (as houses will be freed up from transfers to Oceanic or people relo'ing into Ishgard), and given what we saw with Kurogane and the addition of the new wards, if they leave the housing acquisition as it currently is now, I would expect almost all the new houses to be gone within an hour of them becoming available on NA.
