I don't think this is the proper approach. I think the timer is a bad idea, and has done a lot of damage to a lot of peoples play experiences. I do not think expanding on this "hurry up and wait" style is an idea deserving of any merit.
I think that people sweeping the wards for open houses should be rewarded by getting their pick of the openings, so long as they can afford them. If the open mansion is 500 mil, it's not the first person to get there. It's the first person to get there with 500 mil. IE a large, active, deserving FC or highly enterprising player who was checking hourly for a house.
I agree with OP. If you want to buy a house, you need to buy the plot. If you want to relocate your house, you need to buy the plot. Why do the former need to wait until a invisible timer runs out to buy the plot, while the latter can buy the plot at any point? This system doesn't make sense and it is completly unfair.
It even gets worse on medium or large plots as it is basically impossible for someone to buy those plots without already owning another plot so they can relocate.

How does having a house provide an advantage?
When Ishgard drops there isn't a timer for the relocators to bypass. Whoever gets there first with money gets the plot.

What advantage? It doesn't take any longer to purchase than it does to relocate. There is no purchase timer at release. The purchase timer only goes into play once the plot has been purchased for the first time then relinquished.
It's only an advantage if SE implements the person purchase moratorium, which they didn't do for the 5.35 ward addition and may not do for Ishgard. We won't know until a few weeks before 6.1's release on whether there will be one.
Here's another interesting tidbit to consider: not everyone wants a house in Ishgard. I only know of a couple who do. Everyone else I know - whether they currently have a house or are looking to buy - want their house in one of the other districts because the see the Firmament as dull and depressing, and the player housing area is going to carry the same aesthetic.
Houses in Ishgard aren't going to quickly disappear because of relocators. Houses in Ishgard are going to quickly disappear because of demand in general.
The timer is okay. It's the length of the timer that needs to be adjusted. A timer that only runs 2-4 hours would accomplish the same thing the current timer does - give other players a chance to find out the plot is available and prepare to compete to get it.

You're going to have the same chance as someone relocating to buy a medium or large plot in Ishgard when it opens (again assuming there is no personal purchase moratorium) because there will be no purchase timer until a plot has been purchased and relinquished.

The timers in place now are houses that have been demolished by the demolition timer or a player decided to opt out of housing and has relinquished their house on their own. Those timers are in place so housing flippers can't buy up the houses and then turn around and sell them for ridiculous amounts of gil, because mostly, people aren't going to hand over 300m gil for a house when there is not a guarantee they will be able to purchase that plot because of the random timer.

Either way, we're still going to see more complaints about the timers in non-Ishgardian wards (as houses will be freed up from transfers to Oceanic or people relo'ing into Ishgard), and given what we saw with Kurogane and the addition of the new wards, if they leave the housing acquisition as it currently is now, I would expect almost all the new houses to be gone within an hour of them becoming available on NA.Ishgard housing won't have timers on release. Relocation isn't bad. It allows friends at least the possibility of building neighbourhoods with each other.
We often thought it'd be cool to have our own little corner of a ward for our fc and some members personal estates.
One of the reasons the wardsbare so empty is because of how spread out friends and social connections are. Hey my housenisnin shorogane. Butnyours is over in mist and Jane's is in the goblet. John is also in mist but a totally separate ward.. to Jane even though they have adjacent plots. 25 and 26 for example...
Relocation offers players the chance to bring all those houses together and make a neighbourhood. It's notna bad system just a very limited one because of how the rest of the system works...
There needs to be a legitimate plot exchange or transfer or sale system to support it. So I could for example do a straight swap of my medium in shiro for someone else medium in mist.. or even just outright sell plots you no longer want. I knowna few people who have houses they don't want anymore and never use but it's such a ball ache to take all the furniture out and dismantle the building and all the over hoops you have to jump through thay they just keep it its easier... ifnthey could just bang it non the market boards or something here's my house being sold furnished. Boom..
Tenancy is another big problem. They need to give proper shared ownership options to allowbpeople to safely share a house. Many people would happily share with friends if not for the stupid demo timer being tied to that 1 guys sub. So John takes a break for a couple of months. Jim uses the house every single day and it still gets demod.. which is why Jim doesn't want to share...
If fixed tenancy and apartments (gave them an instanced allotment and workshop.) They could potentially open up a significant number of homes for.more players without adding any stress to the server load. If 3 of my friends and I wanted to share a house. That's 1 plot were using not the 4 we are now.. opens up 3 plots for other players... and even if just 10% of people shared that could still open up a few hundred plots on a server. Without increasing load.
