So basically everyone in Garlemeld is doomed.

The special instance confirmed that exposure to the tempering increases with time, and some are unable to be saved. Given that everyone in the imperial capital seems to have been the first to be tempered, essentially most of the city's population is unsaveable and will most likely have to be wiped out.

I don't think the losses there will be too terrible, personally.

I think there's a fair chance most of the population had already evacuated as a result of the civil war raging there with the only particularly stubborn folk choosing to remain until the tower shenanigans happened. Though with Fandaniel mentioning that they should rely on resources "closer to home" I have a hunch what folk did escape from the initial disaster are not going to be safe for long.

Considering that we're apparently going to have some here-to-fore unseen method of resisting tempering that enables the Scions to act as trusts for the tower-related dungeons in 6.0, I wouldn't put it off the table that we might end up finding a way to help even those who currently seem too far gone, though I think the world is liable to suffer horrible losses from the Telophoroi regardless.

I expect Maxima and some populares are still alive, and maybe Nerva as well. Maybe it will be picked up in 6.1 and will lead to a Garlemald Restoration weekly quest.

Maxima already evacuated to Eorzea back in 4.x, due to the purge of the Populares. It's entirely possible that he'll go back to Garlemald after it's safe.
