Makes sense, seeing as that's kind of the plot of FFXII. Liberating Dalmasca's been done elsewhere, not to mention we've already done the whole "liberate (a) nation(s) from the Empire". Interview with Yoshi-P and Matsuno. More detail in the link, but as far as the future of this storyline:
-The field records at the end were not hastily changed like some fans believed, they were always written that way.
-Matsuno didn't want to tell a story of Dalmasca's liberation, he wants to tell a story of what comes afterward.
-A next stage of the Ivalice story is not currently in planning stages but is still on the table for someday.
-Fran and the WoL will meet again some day in the future to discuss Ashe and Lyon.
It would be interesting to see a post-liberation Dalmasca story with some opening quests or dialogue back-filling for people who didn't read the field notes. There's definitely more than enough set-up for it.
Or maybe if they eventually just make Dalmasca an in-game location, they can include a series of side-quests a la the Void Quests that address or wrap-up the lingering plot threads from Zadnor.
I agree, I'm glad that's the decision they went with.
