Seriously, though. A lottery just means the person with 8-64 alt characters who all lead FCs gets 8-64 times the entries that a player seeking a personal house does.
The mention that it was something they will consider was rather disheartening. It means they have no intention of addressing the supply issue in a meaningful way.

Hopefully they aren't assuming that adding the Oceania data center is going to fix the supply issue.
