Part of what is going on here is presentation. FFXI did a far more comprehensive job with the races in the game and illustrating their roles, since the nation states were built upon certain races. Humes were not ambiguously everywhere, they were part of Bastok. And as gender locking races, it does make sense if males are at a ratio of something like one male per four to five females, you'd almost never see one, or when you did you'd be like, "wait, what is the story behind this guy being here?"

Honestly, what is bothering me is not seeing a single male viera at all even as an NPC, nor a single female hrothgar, because they SHOULD have a presence somewhere. That also happened in FFXI for the longest time.
